The costume can be obtained by progressing through the Monk job quest to level 60.

Also, if you want to acquire weapons or costumes again, you can exchange them for Centurio Seals by giving them to Yolaine in Ishgard.

The headgear is a very unusual little crown.

There is a long ribbon hanging down the back.

The torso equipment is fairly light, with tattoo-like decorations on the arms.

Red and green on a white background is lovely.

The feet are colorful and very cute♪

The shoes are rather high-heeled, and it would require advanced technique to pull them on.

The weapon is a complete change, a very rugged and powerful looking iron fighting weapon.
