These can be obtained by progressing through the Red Mage job quest to level 70.

Also, if you evolve it in the Forbidden Land, Eureka: Anemos, you will be able to dye it.

The most distinctive feature is this hat.

It has a large feather ornament and an elegant look.

The torso equipment is also of a very elegant design.
